Colorado Tax Lien Certificate Process
In Colorado, tax lien sales are required to be held on or before the
second Monday in December of each year. Most sales are held in October
or November. The bidding process varies by county. In a round robin
process, buyers are offered the opportunity to purchase tax liens in
rotation. Or the county may set minimum bids, with the lien being
awarded to the highest bidder. Some counties use both bidding
processes, depending on the property classification. Premiums on bids
(the amount paid above the total advertised tax lien fee) are not
refundable, nor do they earn interest.
There is a three-year redemption period following the sale during which
the property owner can pay the taxes owed plus interest. The annual
rate of redemption interest is nine percentage points above the Federal
Reserve discount rate as of September 1. If the taxes owed are not paid
during this period, the certificate holder can apply for a tax deed.
Tax liens not sold at the sale are "struck off" to the county.
County-held certificates are available for purchase for the cost of the
value of the certificate plus an assignment fee.
Certificates are eligible for a Treasurer's
Deed application after the lien has remained unpaid for three years
from the date of the original sale.
